Russian Central Bank Governor Elvira Nabiullina clarified that the digital ruble will indeed be used for national financial control, but only for monitoring "state contract expenditures" to enable automated review. She dismissed claims that the central bank aims to monitor individuals' daily payments through the digital ruble, emphasizing that transactions made with the digital ruble are just as transparent as regular bank card transfers. Nabiullina promised that Russia will not force citizens to use or open digital ruble accounts, and plans to allow more people to voluntarily experience the features of the digital ruble starting from September.
