National Energy Administration: Fossil fuel consumption used as fuel declined for the first time

According to the National Energy Administration: By 2025, China’s fossil energy consumption will increase by about 1% year-on-year, reaching approximately 4.83 billion tons of standard coal, an increase of about 50 million tons of standard coal compared to the previous year. Among them, energy used as raw materials maintains a rapid growth of 11.6%, reaching about 637 million tons of standard coal, with an increase of about 66 million tons of standard coal, marking the first time that raw material energy consumption growth has exceeded the total fossil energy consumption increase. The contribution of raw material energy to fossil energy consumption growth has risen from 13% in 2021 to 129% in 2025, becoming the main source of fossil energy consumption growth.

At the same time, fossil energy consumption used as fuel has decreased for the first time, down about 15 million tons of standard coal year-on-year, reaching about 4.19 billion tons of standard coal. The main reason is that electricity generation from thermal power decreased by 0.7% year-on-year.

Fossil energy consumption such as coal, oil, and natural gas mainly falls into two categories: fuel use and raw material use. Fuel use primarily meets energy demands for heating, electricity, and power. Raw material use refers to energy consumed as raw materials, mainly used in coal chemical industry, petrochemical industry, natural gas chemical industry, etc., producing products such as olefins, hydrocarbons, alcohols, and other industrial raw materials.

In recent years, there has been a clear trend of transformation from fuel use to raw material use in fossil energy consumption. During the 14th Five-Year Plan period, the coal chemical and petrochemical industries have developed rapidly, with an average annual growth rate of raw material energy use reaching 13%. The annual growth rates of ethylene, chemical pesticides, and primary plastics production are 14%, 13.9%, and 7%, respectively, showing a similar trend to the growth of raw material energy use.
