First Nationwide Power Business License Renewed

Our reporter Liu Dayi reports: “We received proactive reminders from the Northeast Energy Regulatory Bureau in advance, handled everything through the ‘Green Channel,’ significantly simplified the materials, improved processing efficiency, and achieved a seamless transition of the license’s validity.” Recently, a relevant person in charge of China Huaneng Group Dalian Power Plant stated that the plant’s first nationwide power business license, after its 20-year validity expired, was successfully renewed, becoming the first power business license in the country to be renewed. This marks the official entry of China’s power business licensing supervision into a new stage of full-process, full-cycle management, including issuance, holding, renewal, and exit.

In 2005, as a landmark and fundamental management measure in China’s power system reform, the power business licensing system was officially implemented, with the first power business license issued to China Huaneng Dalian Power Plant. With the in-depth and effective implementation of various licensing management systems, by the end of 2025, the total number of licensed enterprises in power generation, transmission, and distribution across the country will reach nearly 20,000, providing strong support for maintaining market order, ensuring safe power production, and promoting the construction of a unified national power market.

A relevant person from the Northeast Energy Regulatory Bureau stated that currently, enterprises can apply for power business licenses nationwide under the same standards and processes through the “One-Stop” service. The review cycle has been shortened from 20 working days to as fast as 1 day, and application materials have been further streamlined, effectively reducing the burden on market entities.
