At today’s (12th) press conference held by the State Council Information Office, the Ministry of Natural Resources stated that the recently officially released “Modern Capital Urban Area Spatial Coordination Plan (2023–2035)” not only has significant and far-reaching implications for the in-depth implementation of the Beijing-Tianjin-Hebei coordinated development strategy but also plays an important demonstrative role in deepening the “multiple plans in one” reform and optimizing the land and space development pattern. The Ministry of Natural Resources said: From the perspective of deepening the “multiple plans in one,” this “Plan” is a further implementation of the National Land and Space Planning Outline, the Beijing-Tianjin-Hebei Coordinated Development Planning Outline, and the Beijing-Tianjin-Hebei Land and Space Planning, reflecting the fundamental role of land and space planning, especially strengthening the strategic nature of the “Plan.” At the same time, this “Plan” also enhances coordination, with the three provinces and cities coordinating their spatial needs based on “unified base maps, unified standards, unified planning, and unified platforms,” establishing cross-regional spatial coordination mechanisms, conducting supervision of plan implementation, and comprehensively demonstrating the advantages of “multiple plans in one.” Furthermore, the “Plan” emphasizes implementation, not only providing a spatial blueprint but also clarifying key tasks, implementation policies, and safeguard mechanisms to ensure that the blueprint is followed through to the end. It can be said to be an important demonstration of the shift from “blueprint-style” planning to “governance-oriented” planning. (CCTV News)
