Ethereum developers have confirmed the FOCIL (Fork-Choice-Enforced Inclusion Lists) proposal, numbered EIP-7805. This proposal will be used for the Hegota network upgrade scheduled for the second half of 2026. The mechanism was proposed by Vitalik Buterin. It randomly selects validator-submitted transaction lists, which block producers must include, aiming to embed censorship resistance into the protocol by preventing any single entity from controlling transaction inclusion.
