The U.S. government will strengthen the review of foreign funding sources for universities

On February 23rd local time, the U.S. government announced that it will strengthen the review of foreign funding sources for American colleges and universities. The U.S. Department of State stated that it will assist the Department of Education in combating so-called “malicious foreign influence” and enhance compliance and transparency oversight. In April 2025, former President Trump signed an executive order requiring strict enforcement of Section 117 of the Higher Education Act. This section mandates that colleges receiving federal funding must report donations or contracts from foreign sources exceeding $250,000. In recent years, President Trump has threatened to cut federal funding to colleges over issues such as campus pro-Palestinian protests, transgender policies, climate topics, and diversity policies, sparking controversy.
