The private enterprise symposium held on February 17, 2025, called for solidly implementing policies and measures to promote the development of the private economy.

As one of the private enterprise representatives speaking at the symposium, Lei Jun, Chairman and CEO of Xiaomi Group, told Sanlihe that, over the past year, his biggest feeling has been “more confidence, a better environment, and greater backing.”

“The most prominent change is the continuous improvement of the rule of law in the business environment,” Lei Jun said. The official implementation of the Private Economy Promotion Law has given private enterprises a “reassurance,” with more precise policy support and stronger protection of their legal rights and interests.

Under policy support, private enterprises are able to operate more freely and innovate boldly.

In the past five years, Xiaomi has entered the “hardcore technology” deep-water zone, investing hundreds of billions in R&D, achieving breakthroughs in core underlying technologies, and establishing a complete “people-vehicle-home” ecosystem. 2025 marks Xiaomi’s 15th anniversary, and the company has made breakthroughs in core technologies such as self-developed chips.

2025 is also a year of accelerated “new upgrades” in new quality productivity. Emerging industries are thriving, industry transformation windows have opened, and private enterprises are ushering in broad development space.

In the face of a new wave of industrial transformation, Lei Jun believes that the development of private enterprises must resonate with the country’s high-quality development strategy, stay rooted in real industries, focus on main businesses, and persist in innovation to achieve sustainable and steady growth.

“As high-quality development deepens, trends toward industry high-end, intelligence, and greenization have already formed. As private enterprises, we must dare to adhere to long-termism and seize the wave of industrial transformation.”

When discussing how private tech companies can leverage emerging and future industries, Lei Jun emphasized the importance of sticking to technology-based development, continuously deepening key core technologies, and accelerating the application and implementation of innovative results.

“The biggest advantage of private enterprises is their proximity to the market and users, quick response, and ability to rapidly apply new technologies to real scenarios, forming replicable products and solutions. Turning single-point technological breakthroughs into systemic application capabilities, and continuously ‘refining to perfection’ in R&D, results transformation, and product implementation—this is how innovation truly becomes productivity.”

Looking toward the “14th Five-Year Plan,” private enterprises, as key drivers of technological innovation, are revitalizing the national innovation landscape.

“Xiaomi’s goals are highly aligned with the spirit of the ‘14th Five-Year Plan,’” Lei Jun revealed.
