Ministry of Commerce Announcement No. 2026-11: Listing 20 Japanese Entities on the Export Control List
In accordance with the Law of the People’s Republic of China on Export Control and the Regulations on the Control of Dual-Use Items and Technologies Export, among other laws and regulations, to protect national security and interests and to fulfill international non-proliferation obligations, it has been decided to include 20 Japanese entities involved in enhancing Japan’s military capabilities (see attachment) on the export control list, and to implement the following measures:
Prohibit exporters from exporting dual-use items to the above 20 entities, and prohibit foreign organizations and individuals from transferring or providing dual-use items originating from the People’s Republic of China to these entities; ongoing activities should be immediately halted.
In special cases where export is absolutely necessary, exporters must submit an application to the Ministry of Commerce.
This announcement is effective immediately upon release.

The Ministry of Commerce spokesperson responded to questions regarding the export control measures against Japan. Question: On February 24, 2026, the Ministry announced the control and concern lists. What considerations were involved?
Answer: According to the Law of the People’s Republic of China on Export Control and the Regulations on the Control of Dual-Use Items and Technologies Export, China has decided:
First, to list 20 Japanese entities, including Mitsubishi Shipbuilding Co., Ltd., involved in enhancing Japan’s military strength, on the control list. The measures following this listing mainly include two aspects: one is prohibiting exporters from exporting dual-use items to these entities; the other is prohibiting foreign organizations and individuals from transferring or providing dual-use items originating from China to these entities. Ongoing activities should be stopped immediately.
Second, to list 20 Japanese entities, such as Subaru Corporation, whose final users and end uses of dual-use items cannot be verified, on the concern list. After listing, exporters cannot apply for general licenses or obtain export certificates through registration; when applying for individual licenses, they must submit a risk assessment report on the listed entities and provide a written commitment that the dual-use items will not be used for any purpose that could enhance Japan’s military capabilities. The review period for licenses is not limited by the timeframe specified in Article 17, Paragraph 1 of the Regulations on the Control of Dual-Use Items and Technologies Export. The Ministry of Commerce will implement stricter end-user and end-use reviews for exports to entities on the concern list, and exports to Japanese military users, military purposes, or any other uses that could enhance Japan’s military strength will not be approved. Entities on the concern list can apply to be removed by cooperating with verification obligations under the Regulations; the Ministry of Commerce may remove them after verification.
For Japanese entities listed, the measures in this announcement apply; for those not listed but involved in Japanese military users, military purposes, or other activities that could enhance Japan’s military strength, exports of dual-use items are prohibited according to the “Announcement on Strengthening Dual-Use Item Export Controls to Japan.” These measures are aimed at preventing Japan’s re-militarization and nuclear ambitions, and are fully justified, reasonable, and legal. The listing by China is lawful and targets only a few Japanese entities; these measures concern only dual-use items and do not affect normal China-Japan trade. Law-abiding Japanese entities need not worry.
