Affecting leaders' legitimate work interests
(department achievements, performance, evaluations, deductions)
Affecting leaders' improper interests
(leaders' gray income / laziness)
Affecting leaders' plans
(taking the positions leaders want to assign, naturally opposing or crossing their authority/roles)
