On May 21, 2025, the Hong Kong Legislative Council officially passed the third reading of the Stablecoin Issuers Bill, which provides the first complete regulatory framework for stablecoins. After the implementation of the Ordinance, three types of stablecoin-related activities will be subject to licensing: first, the issuance of fiat stablecoins in Hong Kong; second, the issuance of Hong Kong dollar stablecoins in or outside Hong Kong; Third, actively promote the issuance of its fiat currency stablecoins to the Hong Kong public. The regulations are expected to come into force within this year.
