From no management to specialized management! How do old neighborhoods "break through" and introduce new property management?

No one manages leaks, drips, and spills; the community environment relies on residents’ self-awareness.
Without formal property management services, many old communities still face this challenge.
Recently, the Paper Box Factory Community in Pujian Garden South Lane, Pujian Garden Street, Chaoyang District, introduced professional property management for the first time, providing a solid guarantee for the daily lives of 88 households.

Coordination meeting discusses the introduction of property management from multiple parties

As an old community built in the 1980s, the Paper Box Factory Community has only one building with 88 households, a private courtyard, and has been managed by the logistics department of the property rights unit for decades.
With the passage of time, buildings and infrastructure have aged, and leaks, drips, and spills have become more frequent. Problems such as rough management and messy environments have gradually become prominent.
But the logistics department’s responsibilities are limited, and residents often face the dilemma of no one to address their issues.
Pujian Garden South Lane Community has repeatedly coordinated to “support” residents’ lives, but this has never been a long-term solution.

“Can we introduce a professional property management company to meet residents’ demands?”
Through investigations and visits by community staff, it was found that residents were most concerned about property management fees.
Because there had been no formal property management service for many years, residents had never paid property fees.
Therefore, under the guidance of the Housing Management Office staff of Pujian Garden Street,
staff referenced the property fee standards of surrounding communities, combined with the actual situation of the community, and set the property fee at 0.5 yuan per square meter per month.

Community staff answer questions at residents’ doorsteps

After the fee standard was basically determined, with the support of Pujian Garden Street,
Pujian Garden South Lane Community repeatedly communicated with the property rights unit, negotiated with several qualified property management companies, and finally secured funding support from the property rights unit and service support from Hengfu Property, a neighborhood committee member.
They jointly promoted the procedures for introducing property management.

“I’m very supportive of introducing property management, but I can’t help feeling a bit anxious. I don’t know how effective the new property management will be, or if it can meet everyone’s demands,” said resident Ms. Cheng, expressing the feelings of most residents.
To address this, community staff and neighborhood committee members went door-to-door to explain policies and answer questions.
In February this year, to show tangible results to more residents, Hengfu Property moved in early, allowing residents to “try before they buy” and speak with results.

In March, the Paper Box Factory Community officially introduced professional property management,
the once “unmanaged or poorly managed” small courtyard now has a “dedicated steward.”
Resident Ms. Cheng said, “The community environment has become brighter, the car sheds are cleaner, and now we know who to contact when leaks happen. Since the new property management arrived, everyone can see the changes. Living here, we finally feel at ease.”
