The NYT reports that Iran cannot fully open the Strait of Hormuz because they cannot find all the mines they planted.
The Islamic Revolutionary Guard Corps (IRGC) used small boats to randomly place mines in the strait during the early days of the conflict.
Some mines were placed without recording the exact location.
Others have drifted away from their original positions.
Mr. Araghchi's reference to "technical limitations" when stating the strait will be reopened is diplomatic language implying "we have laid mines on our own waterway and cannot remove them."
Both Iran and the U.S. lack the capability to thoroughly sweep mines.
The U.S. relies on a few coastal patrol ships to do this work. Iran has no such equipment at all.
Removing mines is much more difficult than laying them; this asymmetry has shaped the entire conflict, and now the reverse is being applied.
Mr. Trump demands "FULL, IMMEDIATE, AND SAFE OPENING."
Iran may propose a partial, gradual, and uncertain opening.
