The General Administration of Customs has issued an announcement on comprehensively promoting cross-border e-commerce retail export goods cross-regional returns. To further promote cross-border e-commerce exports, the General Administration of Customs has decided to promote the cross-regional returns model for cross-border e-commerce retail export goods across customs nationwide. The relevant matters are hereby announced as follows:1. Cross-regional returns are only applicable to cross-border e-commerce retail export goods (“9610 mode”).2. Cross-border e-commerce retail export return goods may be returned across regions. The returned goods are only allowed to be returned to customs-regulated operational sites (premises) where cross-border e-commerce retail export business is carried out.3. Enterprises conducting cross-regional returns of cross-border e-commerce retail export goods shall operate in a standardized manner and have independent operational functional areas. Relevant data from the production and operational systems shall be made available to customs or connected with customs’ information systems.This announcement shall come into effect on April 1, 2026.
