Ethereum developers are advancing the Fork Choice Inclusion List (FOCIL/EIP-7805) mechanism, which is a key consensus layer change for the upcoming Hegota upgrade. The system will randomly select 17 participants in each block slot to enforce transaction inclusion, aiming to ensure the writing of censorship-resistant blocks within 1 to 2 block slots, while maintaining separation between proposers and builders and supporting the MEV auction mechanism.
