Barclays: Foreign investors, mutual funds, and pension funds are the largest buyers of U.S. bonds
Barclays analysts citing Federal Reserve capital flow data say that the largest net buyers of U.S. bonds in 2025 are foreign investors, mutual funds, pension funds, and insurance companies. They state that, excluding the Federal Reserve, these institutions account for about 75% of total demand. These investors have purchased U.S. Treasury bonds, corporate bonds, municipal bonds, and institutional bonds. The analysts say that U.S. households have shifted to net selling U.S. bonds.
