"Buy globally, sell globally," the 2026 Zhongguancun International Technology Trade Conference opens

Beijing News Report (Reporter Zhang Lu): The “Several Measures to Strengthen the Talent Team Building for Scientific and Technological Innovation Services” was released with great importance, the Blue Vest BLUE 1000 plan for technical managers was launched, and a batch of high-quality technological projects were signed in focus… On March 25, during the 2026 Zhongguancun Forum Annual Conference and Zhongguancun International Technology Exchange Conference (hereinafter referred to as the Conference), the event opened, continuing to enhance the “Global Buyers, Global Sellers” reputation.

The conference is organized within a “1+8+N” three-dimensional framework, including one opening ceremony, eight major branded activities, and N diversified on-site activities for supply and demand matching, covering the entire chain of technological achievement transformation.

At the opening ceremony, the Office of the Beijing Municipal Party Committee’s Education, Science, Technology, and Talent Work Leading Group released the “Several Measures to Strengthen the Talent Team Building for Scientific and Technological Innovation Services,” focusing on key forces such as technical managers, science and technology financial talents, incubation operation talents, and intellectual property talents, launching 16 support measures across four areas. It proposes to attract a group of high-level technical managers with international vision globally, expand the “Zhuque Talent” pool to over 50 people, support universities in Beijing to cultivate more than 300 master’s and doctoral graduates annually in technology transfer, promote the establishment of dedicated positions, support high-level technical managers to set up studios at the Zhongguancun International Technology Exchange Center, allow at least 10% of net income from achievement transformation to be used for technical manager rewards, and open up career development channels.

Thirty technical managers dressed in “Blue Vests” took the stage holding puzzle pieces, jointly launching the Blue Vest BLUE 1000 plan for technical managers. The plan aims to expand the team to 1,000 members over five years. The first batch of Blue Vest technical managers already includes 100 people, composed of 50 experts from the Zhongguancun Technology Achievement Transformation Forum, “Zhuque Talent,” as well as key personnel from universities, research institutes, science parks, technology transfer agencies, investment institutions, and intellectual property organizations, covering Beijing, Tianjin, and Hebei, solidifying professional talent support for the construction of Beijing (Tianjin-Hebei) International Science and Technology Innovation Center.

The “Blue Vest” service will run throughout the conference—from pre-event project screening, in-depth communication and resource matching during the event, to post-event follow-up and implementation—providing full-process professional services for innovative projects, helping them succeed in commercialization and implementation. The “Blue Vest” team will also regularly station at the Zhongguancun International Technology Exchange Center, continuously supporting technological achievement transformation through professional services.

Focusing on cutting-edge fields such as artificial intelligence, biomedicine, and intelligent manufacturing, 18 projects related to achievement transformation, investment and financing, and ecological cooperation were signed on-site, involving universities, research institutes, financial institutions, and tech innovation companies. These collaborations will further accelerate the transition of results from labs to markets, injecting financial “fresh water” into achievement transformation.

The conference also creates diverse on-site service scenarios to inject new momentum into technological achievement transformation. The “Orange Fruit Shop” at the exchange center continues to introduce new products, supporting the debut of new tech innovations.
